Site Border / Pinning Position Issues when grouped

Hey there!

So I am building a site that has a 40px white border on all edges of the frame at all times.
However the bottom right and the right side shapes do not respond correctly when the browser window is resized.

IMPLIMENTATION
Top – FIX ON SCREEN top center STICK TO EDGES 100% horizontal
Bottom – FIX ON SCREEN bottom center STICK TO EDGES 100% horizontal
Left – FIX ON SCREEN left center (can’t select top) STICK TO EDGES 100% vertical
Right – FIX ON SCREEN right center (can’t select top) STICK TO EDGES 100% vertical

All have ON ALL PAGES and ABOVE PAGES turned ON

Sometimes when I resize the browser the sides or the bottom will not be properly stuck to the edge of the screen… To be clear I want this border to be always visible on scrolling and non scrolling pages and needs to be ON ALL PAGES and ABOVE ALL PAGES but below the menu and title text (so it can’t be above all layers) When I try to inspect the Position settings when the 4 widgets (shapes that make up the border) are grouped I can’t seem to get the proper Position settings to display… Is grouping the layers the issue or is it a bug or am I doing something wrong

Is there a better way to do this and what am I doing wrong???
I thought maybe CSS would be cleaner (I am not proficient in CSS) but I am not sure if it would be possible to have the border be below my menu and title text layers.

QUESTION
In the stick to edges section what does the number below or to the the graphic represent? I can’t find that anywhere in the documents? Can this be helpful for what I am trying to do?
